Zelensky Declares Absence of Explicit Defense Guarantee from European Partners
President Zelensky has stated that Ukraine's partners in Europe have failed to provide sound guarantees that they will protect his country in the case of a future Russian attack.
"I continue to pose this critical question to every one of our allies and thus far, the answer remains elusive a clear, unambiguous answer yet," he told reporters on Wednesday.
His comments come a day after Britain and France signed a statement of purpose on stationing forces in Ukraine should a ceasefire agreement to end the war with Russia is reached.
However, comprehensive defense assurances have yet to be solidified. The United States, which has been spearheading initiatives to halt the offensive, reportedly did not sign such a pledge at talks in Paris on the previous day.
Outcomes from the Paris Discussions
Following the negotiations in Paris, which involved some three dozen nations that comprise the so-called Coalition of the Willing, UK Prime Minister Sir Keir Starmer said the two nations would "set up operational bases across Ukraine" to deter future invasion, while France's President Macron subsequently indicated a significant number of soldiers may be sent.
Partner nations suggested that the United States would assume a leading role in overseeing any ceasefire. But the central sticking point of territorial concessions that Ukraine is being pressured to offer to Russia as part of the peace proposals are continuing to be negotiated.
Moscow has thus far remained silent on the announcement made in the French capital.
Russian President Vladimir Putin initiated a full-scale invasion of Ukraine in February 2022, and Moscow currently controls about one-fifth of Ukraine's land.
The President's Evolving Stance
Sir Keir described the bilateral declaration as "a vital part of our dedication to support Ukraine for the foreseeable future".
He continued: "It paves the way for the juridical structure under which allied military personnel could operate on Ukrainian soil, securing Ukraine's skies and seas, and regenerating Ukraine's armed forces for the years to come."
The Ukrainian leader praised that agreement as a "significant leap of progress".
Twenty-four hours afterward, however, he seemed more cautious.
"I perceive the determination, the political resolve, and that the allies are prepared, and the partners are ready to give us strong sanctions, strong security guarantees," he said when questioned if nations in Europe would defend Ukraine.
"But as long as we don't have such binding security pacts - legally binding, supported by parliaments, backed by the U.S. Congress - this question cannot be answered. And should they materialize, you still have to rely first and foremost on your own strength."
Persistent Challenges and Fighting
The Paris talks were also notable due to the presence of US President Donald Trump's peace envoys, Steve Witkoff and Jared Kushner.
Witkoff said the allies "largely finished" their work on finalizing security arrangements.
Last week, Zelensky said a settlement was "90% ready".
Questions of land and defense pledges have been at the forefront of outstanding matters for negotiators.
Putin has repeatedly warned that Ukrainian troops must withdraw from all of Ukraine's eastern Donbas or Moscow will take control, dismissing potential concessions over how to conclude hostilities.
The Ukrainian President has thus far rejected relinquishing any land, but has suggested that Ukraine could withdraw its troops to an agreed point - but provided that Russia did the same.
Moscow now holds about 75% of the Donetsk region, and some nearly all of the neighbouring Luhansk. The two regions constitute the industrial Donbas region.
Attacks have been escalating against Ukrainian cities - with a focus on energy infrastructure. Russia has also made slow progress in capturing more Ukrainian territory.
Ukrainian forces have retaliated at Russian targets with unmanned aerial vehicles, albeit with more limited success.
