Britain and France to Deploy Forces to Ukraine should a Ceasefire Accord is Finalized

The UK and France have formalized a memorandum of understanding concerning the deployment of troops in Ukraine in the event a ceasefire be concluded with Russia, the Prime Minister of Britain, Starmer, has stated.

Subsequent to talks with Ukraine's allies in the French capital, he noted that the two nations would "create military hubs across Ukraine and erect fortified facilities for arms and equipment" to discourage any subsequent incursion.

The partner countries also proposed that the US would assume leadership in monitoring a halt in hostilities.

Russia has consistently cautioned that any non-Ukrainian military in Ukraine would be considered a "acceptable aim", but has as yet not responded on this new development.

The Situation and Continuing Conflict

The Kremlin's head Vladimir Putin began a comprehensive attack of Ukraine in the start of last year, and Russian forces presently holds approximately 20% of Ukraine's sovereign soil.

"This constitutes a crucial element of our pledge to support Ukraine for the long-term," remarked Starmer.

Top officials and high-ranking officials from the "Coalition of the Willing" took part in Tuesday's talks.

Senior Washington representative Steve Witkoff remarked that "lasting safety pledges and strong economic promises are essential to a lasting peace" in Ukraine – mentioning a major requirement made by the Ukrainian government.

He noted the allies had "largely finished" their work on agreeing such assurances "so that the people of Ukraine know that when this hostilities ends, it ends for good."

Jared Kushner, ex-President Donald Trump's representative, also was involved in the talks.

Meanwhile, French President Emmanuel Macron said that Ukraine's partners had made "major progress" at the negotiations.

He said that "strong" safety pledges for the Ukrainian government had been reached in the instance of a prospective truce.

Ukraine's leader Volodymyr Zelensky commented that a "major advance" had been made in Paris, but cautioned that he would only consider efforts to be "sufficient" if they led to the end of the conflict.

Earlier, the Ukrainian leader said a settlement was "largely prepared". Finalizing the outstanding 10% would "determine the outcome of the peace, the destiny of Ukraine and Europe".

Remaining Challenges

  • Land and defense assurances have been at the forefront of key disagreements for diplomats.
  • Moscow has repeatedly warned that Ukraine's forces must withdraw from all of Ukraine's eastern Donbas region or Russia will seize it, refusing any compromise over how to end the war.
  • The Ukrainian President has so far rejected ceding any territory, but has suggested that Ukraine could move its forces to an agreed point – but only if Russia does the same.

Russia presently controls approximately 75% of the Donetsk oblast and around 99% of the bordering Luhansk. The areas form the heartland of the Donbas.

The original US-led comprehensive peace plan that was circulated to the media last year was perceived by Ukraine and its EU supporters as being strongly biased in Russia's favor.

This sparked a period of focused diplomacy – with Ukraine, the US and European leaders trying to revise the proposal.
